In order to transport a pet to Russia its owner should have an international veterinary certificate, which states that the pet is clinically healthy and is inoculated against rabies. The vaccination must be made not earlier than 30 days prior to entering the country and not later than 12 months prior to departure. Such certificates are issued by veterinary control officials in the country where the pet was obtained.

At the Russian border the veterinary control will issue a veterinary license that has to be returned to the border veterinary control upon leaving the country.
